Oklahoma’s $5 Million Cannabis Lab Is Fully Operational Except for Testing Cannabis

OKLAHOMA CITY — The first thing you notice inside the Oklahoma Medical Marijuana Authority’s Quality Assurance Laboratory is that everything appears ready to test weed except the State of Oklahoma.

The instruments are installed. Refrigerators hum against the walls. Sample vials sit in organized trays beneath stainless-steel hoods. Scientists move between computers and analytical platforms capable of detecting cannabinoids, pesticides, heavy metals, residual solvents, microbial contaminants, mycotoxins, terpenes, moisture, water activity, filth and whatever else Oklahoma cultivators have been quietly hoping nobody adds to the panel.

The state appropriated $4.9 million for the laboratory, including $3.5 million for startup costs and $1.4 million for recurring personnel and operating expenses. Construction began in November 2024, the laboratory team moved into the facility in April 2025, and OMMA now says every instrument is installed and fully operational. As of July 2026, however, the laboratory was accredited only for potency testing in flower, oils and concentrates, plus pesticide testing in flower. Terpenes, water activity, filth and foreign-material testing were projected for August. Heavy metals, microbials, mycotoxins and residual solvents were projected for September. The lab had conducted preliminary testing on only a small number of products, with those results still under review.

This is the Oklahoma Completion Standard: the machines are operational, the laboratory is operational, the webpage is operational, and the full operation remains scheduled to become operational later.

Please Keep Your Hands Outside the Accredited Scope

The tour begins in the Hall of Potency, where an Agilent 1260 HPLC sits beneath fluorescent lighting with the relaxed confidence of a machine that has never had to explain to a grower why his “small-batch exotic” tested like regular fucking weed.

This is the laboratory’s most mature exhibit. The state can independently measure potency in flower, oils and concentrates, then compare those findings with the numbers printed on product labels and Certificates of Analysis throughout the market. That makes the HPLC one of the most dangerous objects in Oklahoma cannabis. A bad microbial result can trigger a recall. An honest potency result can trigger an existential crisis.

Across the room, Agilent LC-MS/MS and GC-MS/MS systems stand ready to analyze pesticides in flower. Nearby equipment is capable of testing terpenes, residual solvents, heavy metals and microbials, but much of that work remains outside the lab’s current accredited scope. OMMA pursued a staged accreditation strategy rather than waiting until every method was complete, receiving its initial ISO/IEC 17025 accreditation in October 2025 and an expanded scope in March 2026.

Fully Operational Has Entered Method Validation

Method validation is not decorative bullshit. A government laboratory cannot purchase a mass spectrometer, plug it into the wall and begin issuing enforcement actions before everyone finishes lunch. Scientists must demonstrate that each method is accurate, precise, sensitive, specific, repeatable and capable of surviving administrative appeals, litigation and an attorney billing $700 an hour to ask whether the calibration curve was having an off day.

Proficiency testing matters. Accreditation matters. Defensible science takes time.

That would be a complete explanation had Oklahoma’s medical marijuana market also waited patiently outside until the referee was ready.

Instead, voters approved medical marijuana in 2018, thousands of businesses entered the market, laboratories became mandatory gatekeepers, THC percentages became a wholesale currency, and Certificates of Analysis became the documents permitting inventory to move. By July 1, 2026, Oklahoma still had 1,885 licensed growers, 1,346 dispensaries, 614 processors and 13 licensed laboratories serving more than 308,000 patients.

The private testing economy had nearly eight years to develop before the state’s complete independent verification system arrived. During that period, laboratories learned which results retained customers, cultivators learned which laboratories found the most flattering chemistry, dispensaries learned which numbers moved product, and patients learned that the word “tested” could mean several very different things depending on which door the sample entered.

The state laboratory is not late to the game.

The game has already been franchised, monetized and licensed to DraftKings.

Seven Laboratories Enter, Seven Results Leave

Every legal medical marijuana product sold in Oklahoma must pass testing for seven categories: microbials, mycotoxins, residual solvents, pesticides, cannabinoid potency, terpenes and heavy metals. Licensed laboratories must maintain accreditation, participate in proficiency testing and follow state rules covering quality control, testing methods and recordkeeping. Their work culminates in a Certificate of Analysis, the sacred PDF that transforms harvested cannabis into legal inventory.

In theory, laboratories test the product and report what exists.

In practice, the laboratory is also selling a service to the company whose product it is judging, which is the sort of conflict cannabis regulation keeps rediscovering like a toddler repeatedly surprised by the same electrical outlet.

Attorney Felina Rivera told Oklahoma Watch that the same product sent to seven laboratories could generate seven different results. Marion McNabb, president of the Cannabis Center of Excellence, called lab shopping the core of the problem. Yasha Kahn of MCR Labs summarized the financial reality even more efficiently: “An honest lab in a state where there’s any dishonest labs will not be profitable.”

That should be engraved above the entrance.

A cultivator submits a batch and receives a potency result of 22.8 percent THC. The flower is perfectly serviceable, smells decent and may provide exactly the effects a patient wants, but 22.8 percent does not make a dispensary buyer stand up from his folding table at the wholesale expo.

The cultivator sends another sample elsewhere.

The second laboratory discovers 26.4 percent. A third finds 29.7. A fourth recognizes the cultivar’s leadership potential and reports 33.1. A fifth asks what range the purchasing manager was hoping to see. A sixth includes a motivational quote. The seventh returns 38.9 percent THC, 4.6 percent terpenes and enough total plant chemistry to indicate the sample may have been cultivated inside a nuclear submarine.

The grower announces that science has spoken.

The first six results are dismissed as haters.

Potency Is Oklahoma’s Official Love Language

THC percentage has become the industry’s official unit of self-esteem.

Wholesale buyers use it to negotiate. Dispensaries use it to merchandise. Budtenders use it because explaining cannabinoid ratios, terpene expression, cultivation quality, freshness, cure and expected effects takes longer than pointing at the largest number on the menu. Consumers have been trained to ask for the strongest product, so cultivators chase higher numbers and laboratories operate under relentless pressure to locate them.

The incentives are not subtle. A few percentage points can affect demand, pricing and whether a buyer accepts an entire batch. The laboratory that reports lower potency may be more accurate, but accuracy does not pay the electric bill when the client moves next month’s samples to the place that recognized the strain’s greatness.

Oklahoma dispensary shelves now resemble a bodybuilding competition where every contestant claims to be 4 percent body fat and nobody is permitted near a calibrated scale. Flower labeled 34 percent sits beside flower labeled 37 percent. A jar approaching 40 percent carries tasting notes describing premium gas, tropical fruit and a faint aroma of spreadsheet manipulation.

I opened one.

It smelled like lawn clippings recovered from behind an abandoned Sonic.

“The number is the product,” the purchasing manager said. “The weed is just the delivery vehicle.”

That is the potency appreciation economy. Customers do not purchase flower and consult the analysis. They purchase the analysis and receive flower as commemorative packaging.

Oklahoma Builds a Referee After Selling Season Tickets

The state knew laboratory consistency was a problem before the Quality Assurance Laboratory reached its current stage. House Bill 4056 directed OMMA to work with licensed laboratories on standardized testing rules in 2022. Seven laboratory directors then spent more than 90 hours across 15 meetings producing 120 pages of recommendations. OMMA staff spent another 100-plus hours reviewing the proposals, drafting rules and responding to 120 public comments. New requirements addressed round-robin testing, instrumentation, calibration, method validation, quality control and personnel training.

That is more than 190 professional hours, 120 pages of recommendations and 120 public comments devoted to establishing a principle most people assumed already existed:

The laboratory result should not be complete bullshit.

Since Oklahoma’s medical program began, OMMA has taken enforcement action against 29 independent testing laboratories. Some failed proficiency testing and were ordered to complete corrective action. The number of licensed laboratories fell from 19 at the beginning of 2026 to 13 by July 1.

The survivors now operate inside a market where scientific integrity, customer retention and regulatory exposure sit together in the same conference room pretending not to know one another.

Each remaining laboratory receives an identical sample.

The first is told to test it accurately. The second is shown the producer’s current wholesale price. The third is informed that the last laboratory found 31 percent THC. The fourth learns that the account represents $300,000 in annual revenue. The fifth receives a call from sales. The sixth receives four calls from sales. The seventh is shown the client’s Instagram following.

The remaining six laboratories receive a note reading: YOU UNDERSTAND THE ASSIGNMENT.

Round-robin results will be compared once the state finishes developing the round.

The 19,000-Sample Microbial Exhibit

Potency inflation is a consumer deception problem. Contaminant testing is where the punch line starts sending people to doctors.

In August 2025, OMMA ordered Greenleaf Labs to cease operations after a routine inspection and subsequent analysis found that the laboratory had incorrectly calculated total yeast and mold results between April 2023 and July 2025. The problem affected approximately 19,000 samples. OMMA moved the associated products into failed status in Metrc and initiated package tracing. Greenleaf acknowledged errors in post-analysis data processing, apologized publicly and committed to paying for retesting.

Nineteen thousand samples is not an isolated error.

It is a fucking product category.

By March 2026, OMMA inspectors were still finding affected products in dispensary inventories. The agency said Greenleaf had failed to timely verify that all affected customers were properly notified, prompting a mandatory recall covering products the laboratory tested during the affected period. OMMA warned that improperly tested marijuana could expose patients to mold and yeast above allowable thresholds and cause adverse reactions.

The state laboratory’s expanded microbial accreditation remained projected for September.

That does not mean the OMMA laboratory could have retroactively prevented Greenleaf’s calculation failure. It means Oklahoma’s independent laboratory was still developing one of its most consequential oversight capabilities after a private testing failure had already contaminated the regulatory history of 19,000 samples.

The state had purchased the fire truck.

The sprinkler inspection remained pending.

Patients Are the Final Analytical Instrument

Summer Parker told Oklahoma Watch that she became incoherent, collapsed and lost consciousness after consuming certain prerolls produced by Graves Farm Organics. Parker and her partner, Charles Hrabina, later submitted products for independent testing. Their lawsuit alleges five pesticide failures, one microbial failure and one potency discrepancy. Attorney Felina Rivera, representing Graves Farm Organics and owner Michael Graves, denied that the products caused Parker’s symptoms or were defective. Those allegations remain disputed.

The broader testing problem does not.

Parker and Hrabina said they tested approximately 40 products over two years and founded Patients for Safe Access of Oklahoma. Parker said products sent to an out-of-state laboratory were screened for substances beyond Oklahoma’s standard panel and produced findings involving 19 chemicals not included in the state’s required pesticide screening.

Oklahoma increased its required pesticide panel from 13 analytes to 28 on March 1, 2026. Representative Jacob Rosecrants introduced House Bill 3013 to expand the panel to 72 compounds, drawing on input from laboratory experts and standards in other states. The bill did not advance from committee. Rosecrants said lawmakers needed more education and agreed to pursue an interim study instead.

The remaining 44 compounds were informed that the Legislature had concerns.

Patients were advised to avoid exposure until lawmakers completed the educational portion of discovering pesticides.

This is where the Oklahoma Museum of Cannabis Science stops being a funny building full of expensive machinery. Patients do not receive a staged-accreditation chart when they purchase medicine. They receive a label saying the product passed. They are expected to trust that the sample was representative, the laboratory was competent, the required panel was sufficient, the methods were accurate and nobody in the commercial chain placed revenue ahead of the result.

When that trust fails, the patient becomes the final analytical instrument.

They purchase the product.

They consume it.

They wait to see what happens.

Secret Shoppers Purchase Public Knowledge

Oklahoma authorized a secret shopper program in 2022. Undercover investigators purchase products from licensed dispensaries and send them to multiple quality assurance laboratories, potentially including OMMA’s state lab, to examine labeling accuracy, testing consistency and product safety. The Office of Investigations and Enforcement visited 52 dispensaries in 2024, exceeding the first-year target of 50. Beginning in 2025, the office was required to inspect at least 10 percent of randomly selected dispensaries annually, a benchmark OMMA says it met.

Inside one dispensary, the shopper asks for the strongest flower available.

The budtender immediately retrieves an eighth labeled 41.2 percent THC from a locked display. The package is treated with the solemnity normally reserved for a religious artifact or a menu item containing truffles.

“Does that number seem realistic?” the shopper asks.

The budtender freezes.

A manager appears from the back carrying a laminated sheet titled LAB RESULTS MAY VARY. He explains that potency depends on methodology, moisture, sample preparation and whether the cultivator has threatened to move its business.

“Was this product purchased because of the THC number?”

The manager contacts legal.

The sample is eventually divided among laboratories. One reports 24 percent. Another reports 28. A third reports 33. A fourth reports that the sample has an excellent attitude and should not be reduced to a number.

The state lab receives its portion.

Potency testing begins immediately.

The microbes are booked for September.

The Gift Shop Opens Ahead of Full Accreditation

No museum is complete without a gift shop, and Oklahoma has stocked this one appropriately.

Visitors can purchase souvenir sample vials, miniature lab coats and framed certificates reading FULLY OPERATIONAL WITH SELECTED ACCOUNTABILITY PENDING. A children’s potency kit includes a plastic cannabis flower, a blank Certificate of Analysis and six stickers allowing young scientists to choose whichever THC result creates the strongest wholesale demand.

The premium kit includes a dispensary shelf tag reading 39.8 percent.

No cannabis comes with the package because that would require additional testing.

Near the register, the state sells commemorative postcards featuring the laboratory’s March 2026 photo gallery. One shows testing equipment in the foreground while an analyst works at a computer. Another features sample vials waiting inside an instrument. A third shows a team member explaining microbial analysis on a laptop, months before microbial testing joined the lab’s accredited scope. The facility’s public webpage includes a timeline, cost breakdown, equipment inventory, accreditation checklist, team photograph and enough polished imagery to prove that state government has completed the most critical phase of any modern regulatory project: content creation.

The gift shop accepts cash, card and future oversight.

The Scientists Are Not the Press Release

The laboratory staff did not create Oklahoma’s testing incentives. They did not invent potency chasing, lab shopping, weak oversight or a market where producers pay the laboratories deciding whether their inventory can be sold. They inherited a structurally rotten system and were handed several million dollars in instrumentation to begin measuring the smell.

Their work needs to be accurate. It needs to be methodical. It needs to withstand courtroom challenges from operators whose products fail, laboratories whose numbers get questioned and attorneys who can turn a calibration log into a six-hour deposition.

The scientists deserve the time required to build defensible methods.

They also deserve better than being used as scenery for the claim that the system is already fully operational.

OMMA says the staged approach allowed the laboratory to begin useful work before every testing method was completed. That is reasonable. What is not reasonable is expecting patients and honest operators to applaud the phrase “fully operational” while major contaminant categories remain pending and preliminary results from a small number of products are still under review.

The machines can be fully operational while the promise is not.

The state can acknowledge both without the building collapsing.

The Grand Opening Was Rescheduled to Already Happened

OMMA’s Quality Assurance Laboratory may eventually become one of the most important pieces of cannabis infrastructure in Oklahoma. Round-robin testing can expose laboratories producing outlier results. Parallel testing can independently investigate complaints and targeted products. Proficiency testing can determine whether commercial laboratories are using accurate, consistent methods. The state lab could finally create a reference point inside a market where every interested party currently brings its own compass.

When the broader accreditation arrives, some potency numbers will fall. Some products will fail. Some laboratories will argue that the state sample was not representative. Some cultivators will discover their genetics did not naturally produce the cannabinoid density of dry sift. Some dispensaries will quietly replace 40-percent shelf tags with educational material about terpenes and pray nobody remembers what they sold last Tuesday.

Budtenders will need emergency retraining.

Customers will discover that 24-percent flower can still get them high.

Purchasing managers will be forced to evaluate cannabis using their senses, which may require federal disaster assistance.

Until then, Oklahoma’s $4.9 million answer to laboratory inconsistency remains inside a laboratory still expanding its ability to answer it. The state built a machine to determine who is lying about the weed. The machine is fully operational, and the truth remains pending accreditation.
